Airship: Surveillance Range-IED-Terrorism

OTTAWA — The Canadian military will spend $100 million on surveillance balloons and towers equipped with high-tech sensors, as well as other related equipment, as it tries to deal with the ongoing threat of roadside bombs in Afghanistan.

Up to five balloons and as many as 20 towers could be purchased for installation around Canadian bases in Kandahar province. They would be equipped with various sensors and long-range cameras, capable of providing surveillance of the surrounding countryside potentially as far out as 20 kilometres.

The U.S. military uses similar equipment in Iraq and Afghanistan.

The Defence Department project, which has already received approval from Treasury Board, also includes the purchase of new flail-equipped vehicles. The specialized vehicles churn up the ground, destroying landmines and improvised explosive devices, known as IEDs, in the process.

In addition, the project would see the purchase of equipment to outfit a forensic laboratory that could be used to uncover clues that might lead to the identity of insurgent bombmakers.

IEDs are the weapon of choice of insurgents in Afghanistan.

Roadside bombs and landmines have contributed to a large number of the Canadian deaths and injuries in the war.

Defence Department officials did not respond to several requests for information about the new project.
It is expected that a contract for the equipment would be signed by next summer, with deliveries to follow quickly after that. The flails would be the first to be purchased, but it is expected that the surveillance towers and balloons could be installed in Kandahar by late next year.

The balloons, or aerostats, as they are called, would likely be used around the main Canadian installation at Kandahar Air Field, while the towers could be installed at forward operating bases.

There are a number of firms that can provide such equipment. At least one, Raytheon Canada of Ottawa, has indicated it is interested in providing towers and balloons once the Defence Department releases further details to industry.

The company’s RAID (Rapid Aerostat Initial Detection) system, which includes surveillance balloons and towers, is already in wide use in Iraq. Company officials said the U.S. military in Afghanistan is also using the tower version of RAID.

If selected for the project, Raytheon would be the prime contractor, integrating surveillance systems from other firms onto the towers and balloons.

“We’re talking about having the capability of 24/7 coverage where you can monitor an area or a road over that period,” said Raytheon official Mike Pulchny. “It will also give you an indication of what has changed within that 24-hour period. Are there new mounds of dirt or areas that have been disturbed? Or you could see the people actually planting (IEDs).”

Depending on the type of surveillance equipment installed, the systems could have a range of five to 20 kilometres.
Luc Petit, business development manager for Raytheon Canada, said RAID’s ability to provide early warning about IEDs has made a big difference to the U.S. army, particularly in Iraq. He said such equipment is a logical next step for Canada in its attempts to reduce casualties from roadside bombs.

“They’ve put as much armour on people and on vehicles as practical,” said Mr. Petit. “The next step is to conduct police-type work, where you do protection and early detection.”

Last year, the Canadian Forces launched a new strategy aimed at dealing with IEDs. It is focusing its efforts on defeating the IED networks, going after not only those who build the bombs, but those who finance them. Military officers are working closely with RCMP forensic specialists to try to identify telltale signs that might indicate the source of the weapons.

In an earlier interview, Col. Omer Lavoie, head of a special IED task force, said the effort also involves working closely with Afghan civilians. “This really speaks to targeting networks and winning the support of the people so that they’re reporting the builders and the transporters before they do put (IEDs) in place,” said Col. Lavoie. “It’s also trying to change the mindset,” he said. “This is not an undefeatable bogeyman out there.”

Members of the Ottawa-based Joint Task Force 2 and the Petawawa-based Canadian Special Operations Regiment have also been tracking down bombmakers. A team from the government’s Communications Security Establishment, also from Ottawa, has been using its skills to intercept insurgent radio and cellphone transmissions in an effort to locate those who are involved in the IED networks. The Canadian Security Intelligence Service has also been contributing with its agents in Afghanistan.

November 4, 2009: Thailand is in trouble because its army bought an aerial reconnaissance system from a vendor who went bankrupt before all of the equipment could be delivered. Now the military is trying to find out who screwed up, and whether corruption was involved. The company that makes the blimp system being bought, also makes cheaper aerostat systems, which the army ignored in favor of a more expensive system.

Earlier this year, the Thai army decided to buy an aerostat system for use in the south. At first it was thought that they were buying the aerostat systems the U.S. had been using with such success in Iraq and Afghanistan. This type of system consists of a truck carrying the gear which can inflate the aerostat within an hour, and get it up to an altitude of 1,000 feet (which means its cameras can see out to about sixty kilometers.) The aerostat can carry day or night cameras (including a thermal sensor). In rural areas, the aerostat enables security forces to quickly get persistent aerial surveillance over a large area (2800 square kilometers.) A camera with a powerful zoom lens enables the operator to get a close look at anything down there.

But instead, the Thais bought a more expensive manned blimp type system; the Aeros 40D. The army was paying $10.5 million for each of two systems, more than twice what unmanned systems cost. The aerostat itself cost $7.8 million, while the cameras cost two million dollars, and the ground communications systems $600,000. A third company, Aria International, acted as a middleman, and has built a hanger and an airship, imported the Aeros 40D blimp, but is unable to pay for the cameras. The Aeros 40D arrived three months ago, and Thai personnel have been trained to operate it. But without the cameras, the blimp is pretty useless.

A similar situation has arisen with the purchase of 96 wheeled armored vehicles from Ukraine. This is being held up because a German firm is being prevented from shipping the needed engines, because the German government wanted to show its displeasure with a 2006 military coup in Thailand (there have since been elections in Thailand, but the Germans are still upset.) The Ukrainian vehicle manufacturer has since obtained engines from an American supplier.

A mysterious white blimp over the skies of Kandahar is making locals uneasy.

KANDAHAR CITY, Afghanistan — There's a giant blimp, white with three tail fins, hanging over the city these days and it's causing a stir among Kandaharis who believe the Americans are using it to spy on them.

And it could be they're right.

"Many people believe it's a spy blimp that can see through walls to look at our women," said Ghulam Ghami, a local fixer attuned to the buzz in coffee shops and kebab stands.

While that notion is outlandish, the U.S. is developing a $400-million blimp-like surveillance airship. It is expected to be deployed in Afghanistan by 2011.

Lockheed Martin's long endurance multi-intelligence vehicle (LEMV), as it's named, will be 250-feet (76-metre) long, and able to float at up to 20,000 feet for three weeks at a time. As for its surveillance capabilities, a 40-foot-long (12 m.) stretch behind the cockpit will house a selection of spy gear, including a motion sensor and radar.

While the LEMV has yet to be built — the contract will be awarded this month — Lockheed Martin has already produced a prototype: the P-791.

The P-791, which flew six times in 2006, is half the planned length of the LEMV. In test flights, the P-791 showed itself capable of carrying heavy loads and executing sharp turns

Could the blimp over Kandahar actually be an eye-in-the-sky P-791? It's plainly visible to the naked eye, and looks spectacular lit up at night. That seems counter to the notion of spying as a furtive, clandestine pursuit.

Calls to the U.S. Defence Department were not returned.

Might the blimp be a weather balloon of sorts, used to gather scientific data for research purposes? Possibly, but most weather develops over water, and Afghanistan is land locked.

Whatever it is, the blimp is making locals uneasy.

"People don't like it," said Ghami. "Some are saying they are going to shoot at it."

The LEMV is sure to be an imposing sight when it is test deployed in Afghanistan in 2011.

As a hybrid airship, the LEMV is heavier than air but will get some of its buoyancy from gas compartments. It will feature turbines on its underside to help launch it into the air and will require a short runway.

In the early 20th century, airships were used in warfare, with dirigibles being employed for bombing and for intelligence gathering. However, the advent of airplanes and horrific disasters such as the Hindenburg fire put an end to the airship as a war weapon.

Now airships are poised to make a return to the battle front. The LEMV will be used primarily for intelligence gathering on such area as the Afghanistan-Pakistan border.

Annoyed Kandaharis could consider borrowing a tactic from the people of Sarnia, Ont. About 70 people there dropped their pants to "moon the balloon."

It was a protest against a spy balloon that a U.S. company began using over the summer to monitor the border, including their town.

The surveillance balloon, hovering over Port Huron, Mich., also scans Sarnia's waterfront, which includes many homes, private businesses and government offices.

The 15-metre dirigible, shaped like an airplane wing, is equipped with a $1-million camera and is being tested on the international border.

MENTION 'AIRSHIP' AND THE IMAGE that pops to mind is of a small boy at a party darting around, pin in hand, eliminating all balloons within reach. Could airships be as vulnerable? Not really. A modern airship's envelope is made of tough synthetic material and contains many independent balloons. A couple of winged warriors armed with spears could attack an airship but fail to inflict critical damage. Slice an airship in half with a giant knife and both portions would probably remain airborne independently.

Phobia about airships is rooted in the dramatic mishaps involving the British R-101, the USS Akron and the German Hindenburg in the 1930s. The last of these caught fire while attempting to land in front of thousands of spectators, killing 35 of the passengers and crew aboard. What few remember is that there were 62 survivors. Contrast this with the thousands who have died in air travel over the years-sometimes a few hundred in a single crash, and no survivors. Yet, in public perception, airliners are not 'unsafe'. Most airships of the 1930s were filled with hydrogen-a highly inflammable gas-and fashioned out of flammable materials. Modern airships are made of flame-resistant materials and contain helium, one of the most inert gases in nature.

A more rational apprehension is bad weather. Airships, especially those with rigid structures, are liable to be twisted apart by the severe wind shear experienced in a violent storm. Some of the most spectacular airship crashes of the last century were due to bad weather. However, with modern weather forecasting, radar and satellite communications, airships can avoid threatening storms. A modern airship is usually a poor target for lightning strikes since it is constructed mainly from composite materials. Built-in lightning protection devices also minimise the risk of damage.

AIRSHIPS AHOY

Safety concerns notwithstanding, there are two major factors currently driving a renewed interest in airships. First, the cost of oil. Though oil prices have tumbled from their peak of July 2008, a rise is perhaps inevitable in the future. This should hasten the return of airships at least for short haul flights, which are the most fuel inefficient for fixed wing aircraft. Given the large surface area of an airship, the maximum speed attainable would be around 130 to 160 km/hour. However, practical speeds are currently in the region of just 80 to 100 km/hour, and a good, strong tailwind is much valued. Therefore, airships are most useful if speed is not critical. An airship could transport a given load using a tenth of the fuel burnt by conventional aircraft. If this is not compelling economic logic, what is?

Second, climate change. Even in the unlikely event that the price of oil were to stay low for a few years, 'green' pressures on aviation are intensifying by the day. Teams of researchers are feverishly searching for ways to cut aviation's contribution to greenhouse gas emissions, but the historical trend line of improvement in aircraft fuel efficiency is just 1 to 2 per cent per year. Using airships, at least for freight delivery, would be one way to achieve dramatic progress in quick time.

Airships, balloons, dirigibles, zeppelins and blimps are all members of the lighter-than-air family of aircraft. Balloons are filled with hot air or helium. They drift where the wind takes them and have no real commercial application today. Fit an engine to a balloon and it can be purposefully steered-it becomes an airship. A zeppelin is a brand of airship named after its inventor, Ferdinand Graf von Zeppelin of Germany, who built rigid airships from around 1900 to 1939. Rigid airships are also called dirigibles. "Blimp" is used particularly in the US as a colloquial term for all kinds of airships. Strictly speaking, however, "blimp" describes only non-rigid airships.

Airships are of three main types. Non-rigid airships that have no interior skeleton or supporting structure and maintain their shape through the pressure of the gas inside the envelope are the most common variety today. Semi-rigid airships have a rigid keel structure beneath the airship envelope or a rigid partial structure inside the envelope. Rigid airships have an exterior form determined by an inflexible skeletal structure of large rings fastened to longitudinal girders and are fairly unpopular because of the massive weight of the structure.

THE PHYSICS OF STATIC LIFT

Under standard conditions (0C, 1 bar) air has a density of 1.28 kg/m3. Any gas with a lower density (weight per cubic metre) is, therefore, "lighter than air", and could be used to provide static lift. The envelope of an airship, when inflated, is aerodynamically shaped by the gas within. The pressure differential from inside to outside the envelope is very low, about 0.0045 of a standard atmosphere, equal to that of a column of water 4 to 5 cm high. This low differential means that a small hole in the envelope would result only in a very slow leak, taking hours or even days to affect the airship's performance.

Hydrogen-one of the lightest elements and relatively easy to produce-was the lifting gas of choice to begin with. However, mixed with oxygen or air it becomes highly explosive, and has long been abandoned in favour of helium. Helium is an inert gas found in the Earth's crust and is a by-product of natural gas extraction. At 0.18 kg/m3, its density is twice that of hydrogen, but still much less than air. The small size of the helium atom makes the manufacturing of a gas-tight envelope more difficult. However, with modern materials it is now possible to better confine the diffusion within the envelope material. Helium is also rather scarce and costly-to fill an airship could cost between 1 million and 3 million (Rs 7 crore and Rs 22 crore)-and is getting more expensive. But it doesn't need to be refilled frequently, and normal operating loss is negligible.

At sea level, helium takes up only a small part of the envelope, while the rest is filled with air in one or more ballonets. Ballonets are flexible bags containing air, which are inflated or deflated to maintain constant pressure inside the envelope. This permits the helium to contract and expand correspondingly. As the airship ascends, the helium expands due to the reduced external pressure, and air is pushed out and released from a downward valve. When the ballonet is completely empty of air and the envelope is full of helium, the airship is said to be at its "pressure height". Depending on the airship, this lies at around 2,000 m. At this altitude, the airship's spring-loaded automatic valves open to relieve the pressure and prevent the gas cell or envelope from bursting. In addition to the lift provided by helium, modern airships obtain aerodynamic lift from the shape of the envelope as it moves through the air, much as an aeroplane does. Maximum payload capacity may be achieved by making a running takeoff, like an aeroplane. To descend, the buoyancy of the airship is reduced by pumping air into the ballonets, thus compressing the helium.

According to the Federation Aeronautique Internationale, the current absolute airship world record for speed stands at 115 km/hour; for altitude it is 8,180 m; for distance 6,384.50 km and for airborne duration 71 hours.

SAVE-THE STATELY, SILENT, SAFE WAY

Could any airborne platform be more comfortable for extended missions than an airship? The small engines contribute to quiet cabins, low vibration levels and minimal fuel burn. They can also be used differentially to balance and trim the craft. A commercially viable airship could, in theory, cheaply and in eco-friendly fashion, transport hundreds of tonnes of load over thousands of kilometres without refuelling. For passengers, the journey would be extremely quiet and comfortable without the claustrophobic environment of a jetliner. Moreover, airships appeal to romantics who consider glamorous their leisurely and stately transit. Instead of the roar of a jetliner taking off, the graceful devices quietly float upwards till the cruise altitude and execute the reverse at landing-a gentle descent to the surface.

Since airships are designed to operate at low level (around 1 km altitude compared with 10 km or more for jetliners) their impact on the environment would be very limited. Most airships do not need a runway and could be deployed without further airport expansion. SkyCat, a British company, is even proposing that airships could take off from reservoirs bordering Heathrow airport.

A major problem with airships, however, is the difficulty in managing them on the ground, sometimes requiring dozens of handlers. Large and buoyant, they are always ready to fly away on the slightest breeze. They also require huge amounts of ballast to keep them from rising uncontrollably. If an airship, for instance, unloads 100 tonnes of cargo, it needs to take on 100 tonnes of ballast at exactly the same rate-a difficult and potentially treacherous procedure. Hybrid airships partially solve this problem. These use gas to generate most of the static thrust needed to lift off the ground, and depend on aerodynamic forces (the flow of air over wings or fuselage) for the rest. If hybrids stop moving through the air, they sink. Once on the ground, they don't float away. The improvement in ground handling is dramatic.

One of the most exciting current projects, announced in July 2008, is an agreement between Boeing and SkyHook International Inc. to develop the JHL-40 (Jess Heavy Lifter), a new commercial heavy-lift craft designed to address the limitations and expense of transporting equipment and materials in remote regions. The JHL-40 is a hybrid helicopter-airship, combining the best features of both. It will use just enough helium to carry its own weight, thus rendering the craft neutrally buoyant. Four helicopter rotors provide the lift necessary to lift the load and propel the airship. By using helium and rotors in combination it would not need to jettison costly helium or take on ballast after delivering its load.

GREEN FLAG TO SLOW REVIVAL

To return to the main concern-safety: could an airship survive a terrorist attack? Since it contains many small balloons, it could lose some of these, and still stay flying. A small explosive charge, so devastating to a plane, would cause only minor damage to a large airship. During a series of structural vulnerability tests conducted by the UK Defence Evaluation and Research Agency on a Skyship 600, several hundred high-velocity bullets were fired through the hull. Even two hours later the airship was able to return to base. It is virtually impervious to automatic rifle and mortar fire: bullets pass through the envelope without causing critical helium loss.

Why, then, are airships unlikely to become the air transportation mode of choice? The main drawback is their snail-like speed. Sadly, in this hypersonic age not many people are willing to take time to smell the roses. There is also their huge size, essential to enhancing load carrying capability. As size increases, the problems of ground handling expand geometrically. The low lift/volume ratio of airships puts a premium on light weight in all components, and strength is often the loser. Then there is the mammoth support infrastructure required: giant hangars, mooring masts, gas handling plants and so on. And what of airships' vulnerability to wind-especially sudden gusts?

For these reasons, a major revival of the ponderous, albeit graceful, airships is unlikely to take place in a hurry. The whole infrastructure of the airline industry built up over the last six to eight decades-tailor-made for high speed jetliners-will not be lightly abandoned. Most experts feel that airships will probably remain a niche vessel, not rivalling aeroplanes and helicopters, but merely filling in the gaps left by these more conventional aircraft. Yet, for anyone worried by the hazardous effect of air travel on the environment, the airship is the only sustainable mode of air transport. The return of the airship has been predicted several times over the last half century or so, only for the prophets to be forced to eat their words. But could green concerns finally launch a thousand airships?

("Aria"), a company focused on providing specialized surveillance and communications solutions to a global customer base is pleased to announce today that it has met a major milestone under its contract with Kingdom of Thailand, Royal Thai Army ("RTA"). The milestone is the formal inspection and acceptance of all equipment to be delivered to the RTA prior to shipping the system components from the U.S. to Thailand.

Aria International Incorporated previously announced the contract award on April 30, 2009 to provide surveillance and communications solutions and services to the RTA. The RTA agreed to purchase certain surveillance and communications equipment from Aria along with training, operations, and maintenance services for an aggregate purchase price of $9.7 million. A major milestone of the contract requires the Company to configure equipment in the U.S. and deliver the hardware to Thailand whereby Aria receives a percentage of the total contract award. The Royal Thai Army selected Aria International Incorporated after a number of real-time demonstrations of the system that were conducted in the United States. The RTA system is composed of select airborne assets, imagery from high-definition cameras and down linked communication to a mobile command platform and upgrades to an existing command and control facility that are targeted to meet the requirements for this special procurement. Under this contract, Aria is responsible for integrating all system components and delivering a complete turn-key solution, conducting initial operations and continuing maintenance tasks as well as providing the training to the RTA personnel.

Airships can defeat roadside bombers, says ex-US officer

An ex-US air force officer has said that unmanned spy airships capable of defeating terrorist/insurgent bombers could have been in service years ago, saving many lives among US and allied troops. He says that the technology was "illegally" sidelined by senior officers determined to preserve satellite and aircraft budgets.

Ed Herlik, formerly of the US air force space command and before that a pilot, said in a presentation last month that "persistent" unmanned lighter-than-air craft are the "holy grail" for which the US and allied militaries have been searching for so long - a realistic means of countering the Improvised Explosive Devices (IEDs) that have killed so many troops in recent years.

The idea is that a spy airship would lurk high (say 60,000 feet) above an area of interest, with close-to-vertical line of sight view of a large area beneath (the steep downward look is important, as people or things get hidden behind buildings, terrain etc once one is looking more from the side).

Most importantly, the spy dirigible would be monitoring the entire area all the time, not peering at just one part of it through a narrow-field "drinking straw view" sensor such as a normal electro-optical telescopic camera. The entire, huge, detailed picture would be recorded, so creating a record of every bomb-laying or ambush team as it left its home base or IED factory, travelled to the point of action and set up its trap.

No feasible analysis could pick this out of the picture as it was happening: but once the bomb went off or the ambush took place it would be a simple matter to reverse the tape back to the moment it was set up, and then backtrack the enemy to their lairs - perhaps even to their homes. Presto: every time a bomb goes off or a patrol is attacked, all the enemy personnel involved are bagged.

According to Herlik, this technology could have been in service years ago - but senior air force officers, despite having been ordered to sort it out, deliberately sidelined the idea. The DEW Line blog flags up the incendiary part of his remarks:

Why aren't we doing this?

Part of this is the cultural resistance to lighter than air vehicles. The air force for example has absolutely no interest in airships. It's just too far from what they choose to do...

The bottom line inhibitors are right here: Budgets and careers. As with any technical innovation the old technology will be replaced to some extent, and the losers always resist, especially those whose careers are based on whatever technology is going away.

Air force space command was assigned to this task by a chief of staff named Jumper* back in about 2003. Several years later the technology problems had been solved, to include survivability, which meant that the threat to satellite budgets was then crystal clear.

At that point, and just as that chief of staff retired, an air force general wrote a cease and desist order countermanding the chief of staff. Yes, that is illegal. But they did it anyway.

Shortly thereafter the space community jettisoned the entire idea of persistent UAVs, pushing it to the Air Combat Command, which again for cultural reasons rejected the lighter than air piece.

Army's planned "optionally manned" dirigible won't do, apparently

According to Herlik, the Air Force's refusal to move on airships has left the US Army Space and Missile Defence Command as the only organisation interested - but he says the soldiers lack the cash to do the job properly.

As it happens, the Army has revealed plans to put a spy airship over Afghanistan - an "optionally manned" adaptation of the famous P-791 airlift demonstrator. But the planned Long Endurance Multi-intelligence Vehicle (LEMV) can't fly high enough to do any good above mountainous Afghanistan, according to Herlik. He recommends a strato-ship able to fly at 60,000 feet, not the relatively unambitious LEMV:

I'm afraid that, while the [LEMV] airships will function properly, they will fail. They won't climb above 20,000' with any useful payload; 15,000' will be far more common. But eastern Afghanistan (the part next to Pakistan) is above 6,500' with peaks well above 21,000'. And the weather is truly violent - death to an airship. Their terrain is significantly higher and more rugged than our Rockies while their weather is worse.

Strato-ships along the lines recommended by Herlik have been proposed by others: for instance US/German venture Sanswire-TAO intends to deploy "stratellite" tadpole spy- or comms-relay ships in coming years, though for now they are flying a less challenging medium-altitude job.

Quite apart from the carrying ship, there's another technical issue with the bomb-busting strato-surveillance idea. Sensors which continually watch a huge area in great detail are hard to build.

One working example is Ground Moving Target Indicator radar, which can track moving objects as small as a person across large areas - but this is normally used in conjunction with camera systems as it sees small people-sized objects only as blips. This would probably not be enough detail to reliably backtrack from a bomb explosion.

The ARGUS-IS multiplex spyeye system is supposed to be in tests now, but it doesn't cover all the footprint all the time: it merely offers a large number of drinking straws to peer through, as opposed to just one. You still have to decide where to point the straws, however, which can't be done ahead of time. The same is true of the "Gorgon Stare" spy payload.

Even once you have the ability to record a whole region in full continuous detail, there could be serious bandwidth and/or storage issues.

However, Herlik says that "long-established technology" is already available for this part of the problem - and given his background he may know more than is public. A persistent high-altitude carrying platform is "the only missing piece, and has been for many years," he says.

That's an argument which will go down well among airship fanciers, at any rate. Soldiers worldwide, too, will probably be sympathetic to the idea that air forces in general tend to care much more about having sexy planes and jets than about actually helping fight the battle on the ground. ®

India is buying two more Israeli EL/M-2083 Aerostat radars. Both India and Pakistan are using radar aerostats to fill in the many gaps in the radar coverage of their mutual border. India already has two EL/M-2083s. The United States is providing aerostats to Pakistan. India bought its first EL/M-2083s three years ago, and is planning to deploy a total of six. India needs a total of 13 to cover all its borders. StrategicPage reports that Pakistan is getting six L-88 Aerostat Systems. India’s decision to move ahead on its aerostat system is, in part, motivated by the success of LTTE rebels in Sri Lanka — before they were ruthlessly crushed by the Sri Lankan army — using single engine commercial aircraft to bomb military targets (without much success, but the potential of such low flying aircraft was demonstrated.) Last year’s terror attacks in Mumbai is another motivator, along with the demand that the northwest coast, near Pakistan, be more closely monitored.

Aerostat systems use a 100-250 foot long, helium filled, unmanned blimp equipped with radar and other sensors. The larger of these blimps are more than twice the size of the more familiar advertising blimps. An aerostat is designed to turn into the wind and stay in the same place. An aerostat is unpowered, and secured by a cable that can keep the aerostat in position at its maximum altitude of 15,000 feet. At that altitude, a large aerostat can carry a two ton payload. The cable also supplies power, which means the blimp can stay up for about thirty days at a time before it has to be brought down for maintenance on its radars. Often, two radars are carried. One is a surveillance radar, the other is a precision track and illumination radar (PTIR). The surveillance radar provides long-range coverage (about 500 kilometers for the EL/M-2083), while the PTIR, which is a steerable system capable of tracking multiple targets, can focus in on items of interest.

Aerostat systems cost varies from $5 million to more than $100 million each, depending on the size of the aerostat and the capabilities of the radar and other sensors. Aerostats work. Kuwait had one in 1990, and the ground radar spotted the Iraqis as soon as they crossed the border. The United States uses dozens of aerostat systems in Iraq and Afghanistan, to guard bases. The EL/M-2083 costs about $20 million each. Israel itself is using two of them, and has four more on order.

BELFAST, June 14, Reuter - Britain is buying an airship that could be used as a "spy in the sky" against Irish Republican Army guerrillas in Northern Ireland.

Defence officials said on Monday that Britain was purchasing a Skyship 600 from the United States after it had been put through military tests.

"We will see how it can enhance our capability. Surveillance could be a role," one official said.

The airship will be powered by non-combustible helium to avoid the fire risk that sent the Germany's giant Hindenburg crashing in flames in 1937 with the loss of 36 lives.

The Skyship 600 can fly at about 5,000 feet (1,500 metres) which would put it above the range of small-arms fire. If ever struck by bullets, it would gradually deflate on its way down to earth.

Helicopters with "heli-telly" TV cameras have been the main standby of aerial surveillance for security forces fighting the IRA campaign to end British rule in Northern Ireland.

The helicopters are constantly seen hovering over the ghettos of Belfast, the main stamping grounds of the IRA and their Protestant extremist foes.

Officials said airships have several advantages -- they have great endurance, are economic to run, are able to take heavy payloads and are environmentally friendly.

An airship could be used on a 24-hour basis with directional microphones, high-powered cameras and thermal imaging -- detecting movements by body heat -- for overnight work.

Airships, with much greater capacity than helicopters, would be able to hold sensory equipment more easily than helicopters.

They could be of particular value to British troops in the South Armagh border area known as "bandit country" because it is a major stronghold of the IRA.

THE Ministry of Defence believes it has found the perfect weapon in the battle against terrorism in Northern Ireland: airships. The department has bought a blimp, the first of a planned fleet of four, which will be fitted with a battery of sophisticated surveillance systems to penetrate the secretive activities of the province's paramilitary gangs.

Cruising silently through the skies for up to 24 hours at a time, the six-strong crews will be able to eavesdrop on conversations below, observe the movements of terrorists and film suspicious activities. They will fly at up to 5,000ft, out of range of small arms fire.

A contract has just been signed for the first airship and, if trials prove successful, a further three will be ordered, said an ministry source. Technicians will put the blimp through its paces at the government research establishment in Boscombe Down and in Northern Ireland later this year. They want to test the airship in winter to see how it responds to difficult weather conditions.

The 194ft vessel, a Skyship 600 christened the Prince of Wales, has few similarities with the famous airships flying before the second world war. The most famous of those, the Hindenburg, crashed in flames in 1937 with the loss of 36 lives, ensuring the eclipse of the vehicle for military or civilian transport.

To eliminate the fire risk, the Skyship is filled with non-combustible helium. There is little pressure difference between the helium and the outside air, so it would gradually deflate if struck by bullets.

The idea of using airships over the province has been considered for years but has previously collapsed under what one official called "the giggle factor". He said: "It was just difficult to get people to take it seriously. But the fact remains that it is the perfect platform for all kinds of operations, including surveillance, mine counter measures and border patrols."

Once it enters service, the airship should improve the surveillance capability of the security forces. Until now, they have relied either on ground surveillance, using informers, undercover troops and various technical systems, or on aeroplanes and helicopters.

Such aircraft, however, are noisy, need regular refuelling and are too cramped to house adequate sensory equipment. The IRA has also become adept at finding methods to counter ground surveillance.

Defence strategists believe the airship may give the security forces the initiative against the paramilitary groups by forcing them on to the defensive.

The airship's arsenal will include thermal imaging systems to identify and track people at night, directional microphones to intercept conversations, image intensifiers and powerful cameras. It will also have scrambled communications equipment to allow the crew to call in security forces to deal with any crisis on the ground, and to co-ordinate activity from the air.

ALREADY beleaguered over a bomb detector that detractors say is useless, the Thai army is now being forced to defend a newly-purchased, 350 million-baht (S$15-million) airship intended to boost security measures in the south.

The Sky Dragon is being assailed as ineffective, given local conditions, missing “key devices” and handicapped by a likely inability to spot militants.

The senior officer in charge, Lieutenant-General Kasikorn Kheereesri, denied reports that the airship, procured last year from United States-based Aria International, was being sidelined due to safety concerns.

However, criticism has been widespread over its alleged unsuitability for the anti-insurgency work in the south.

Moreover, its support needs are substantial: a back-up system requiring a helicopter, land vehicle, ground-command station and 55 officers.

The officer said no order had come grounding the airship, as has been speculated.

Instead, high-powered zoom cameras were being installed in preparation for a number of tests, including a possible flight to check engines and wireless signal connections between the cameras and ground control.

Mr Worrawit Basu, a senator serving on the Senate committee on the military, said he had heard the airship was not fully operational because it still lacked certain key devices. The US had prohibited their handover to the army, he said.

He said no evaluation had been undertaken to determine whether other devices could be substituted, and he questioned the financial wisdom of buying another airship, as has been mooted.

“Seven hundred million baht (the cost for two) is a lot of money. To build a prolonged peace process, there should be other and better ways to do it on such a large budget,” Mr Worrawit added.

Mr Srisomphob Jitphiromsri, a lecturer at Prince Songkla University, Pattani Campus, questioned the military value of airships in an insurgency like that in the deep south.

He said a single airship designed as an airborne-surveillance platform would be useless in offensive operations, because more airships would be needed to ensure its maximum combat efficiency.

He said the public would liken the airship project to the GT200 bomb detector controversy if it proved ineffective.

“If the number of attacks or ambushes are not reduced, it would raise questions over whether alternatives or human measures would be more cost- effective and productive in winning over locals, instead of an airship we paid 350 million baht for,” he added.

The Thai army now admits the GT200 detector gives inconsistent results. The chief executive of its manufacturer was arrested in Britain on charges that he sold to US forces in Iraq a similar device that flopped and cost lives.

Thai army chief Anupong Paochinda has visited the south to observe the airship in action. His reaction is unknown.

A source with the airship’s operational support team pondered its combat efficiency, saying the local landscapes comprised thick bushes and trees, unlike deserts in Iraq or Afghanistan, where the US military used airships effectively in fighting off insurgents.

“The local insurgents in the south employ ambushes and hit-and-run attacks against targets, and they do not converge in large groups long enough to be seen by a wandering airship,” he said.

He added that the airship had bumped the ground during a recent landing, without damaging its airframe or engines. “The incident may have led to fresh criticism,” he said.

The airship is 10.61m wide and 47.35m long. It can travel at 88kmh with a cruising speed of 55kmh, with an operational range of 560km. It can fly up to 3,048m in the air.

The U.S. Army awarded Lockheed Martin a $133 million contract to supply eight tethered aerostat surveillance vehicles for long-term operations.

The Army employed the tethered Persistent Threat Detection System in 2004. The blimp-like aircraft comes equipped with sensors that provide long-term intelligence, surveillance, reconnaissance and communications in support of coalition forces.

The helium-filled, lighter-than-air PTDS offers coalition forces with a low-cost option for communication and surveillance not possible with conventional aircraft, Lockheed Martin said.

The tether-based mooring system allows the aircraft to stay aloft for several weeks, while giving it the versatility for diverse locations.

"PTDS is providing our troops in the field with real-time surveillance and valuable intelligence information," said Stephanie Hill, vice president of Lockheed Martin's Integrated Defense Technologies business.

The eight additional PTDS vehicles are scheduled for deployment during the next 11 months.

Defense Secretary Robert Gates has approved a new rapid acquisition effort to deploy to Afghanistan unmanned airships capable of remaining aloft for three consecutive weeks, according to defense officials.

The move is part of an initiative to experiment with new types of aircraft that give commanders more of what they say is their No. 1 need -- additional intelligence, surveillance and reconnaissance capability.

The previously unreported project to field a Long Endurance Multi-payload Vehicle (LEMV) hybrid airship is funded in the Pentagon's fiscal year 2010 budget request at the behest of Gates' ISR Task Force, which hopes to launch an operational combat airship in Central Asia as soon as 2011, according to defense officials.

"The Department of Defense supports the development of lighter-than-air technology for ISR use," Ed Loxterkamp, head of acquisition for the ISR Task Force, told InsideDefense.com on April 24 through a spokesman. "We believe the long endurance they can provide will help mitigate the drain on our ISR resources, both fiscal and manpower. We would expect to demonstrate this capability within 18 months of receiving authority to proceed."

The Army, which will lead the LEMV project, is already laying the groundwork. In an April 22 notice to industry formally announcing the Pentagon's interest in a lighter-than-air ISR vehicle for Afghanistan, Army Space and Missile Defense Command said the technical objectives for the LEMV include an unmanned air vehicle capable of being controlled through an existing Defense Department ground station; three-week flight endurance; and the ability to carry a 2,500-pound package of sensors. It must also be able to operate at 20,000 foot altitude and hold a fixed position in the sky.

"The LEMV will be utilized to provide persistent intelligence, surveillance and reconnaissance support in multiple environments, including combat areas," according to the Army notice.
The Army LEMV notice is not a request for proposals. Instead, it is intended to allow the Pentagon to get a feel by early this month for which companies might be in a position to field a LEMV hybrid airship. Accordingly, interested parties are required by May 7 to provide a white paper "discussing their ability to meet the stated requirements."

"Potential offerors are highly encouraged to submit innovative technology or unique abilities that can potentially improve mission performance, mitigate risk, reduce cost or expedite schedule," according to the statement.

The project will be conducted as a rapid acquisition effort. The Pentagon hopes to wrap up developmental and operational testing in no more than a year and a half, according to the statement.

On April 6, Gates announced plans to add $2 billion to the Pentagon's FY-10 base budget for ISR support to fighting forces, including funding to back efforts that might supplement the Defense Department's current inventory of fixed-wing manned and unmanned aircraft.

"We will initiate and [conduct] research and development on a number of ISR enhancements and experimental platforms optimized for today's battlefield," the defense secretary said April 6. Deploying an unmanned, untethered lighter-than-air vehicle to Afghanistan would mark a new chapter in the U.S. military's long history with airships, which typically use helium to stay aloft. Airships can remain in the air for considerably longer periods than fixed-wing aircraft and cost considerably less per hour to operate than a manned aircraft, defense officials say. They also are far less expensive than satellites.

The Army operates the Rapid Aerostat Initial Development system in Iraq and Afghanistan. RAID is tethered to the ground and equipped with a suite of sensors to provide a persistent overhead view at large bases. The Pentagon is also developing the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System, an airship to detect cruise missiles. Other airship projects include the Defense Advanced Research Projects Agency's ISIS program, which is focused on the development of a stratospheric airship than can hang high in the sky for years; and efforts to develop an airship capable of hauling cargo.

The Marine Corps last month issued an RFP in a bid to hire a commercial firm to provide the services of an unmanned aircraft -- which could be an airship -- to deliver cargo to units dispersed across Afghanistan.
Sources in industry and government say funding for the LEMV program could be as much as $125 million in FY-10.
